California has become the first state to prohibit most law enforcement officers, including federal immigration agents, from covering their faces while performing official duties. The bill, signed Saturday by Governor Gavin Newsom, was quickly condemned by Trump administration officials.

The ban responds directly to recent immigration raids in Los Angeles where masked federal agents made mass arrests, sparking protests and prompting President Trump to deploy National Guard troops and Marines.

At the signing ceremony in Los Angeles, Newsom emphasized California’s diversity, with 27% of residents being foreign-born, calling it a strength under threat. He criticized masked agents operating without identification, calling the practice “terrifying” and likening it to a “dystopian sci-fi movie” marked by unmarked cars, masked people, and disappearances violations of due process and rights.

However, Law Enforcement of the mask ban, especially on federal agents, remains uncertain. Trump administration officials argue masks protect agents from harassment and threats while carrying out immigration Law Enforcement under the mass deportation agenda. Bill Essayli, acting U.S. attorney for Southern California, stated that the state lacks authority over federal agencies and agents will continue to protect their identities.

Homeland Security officials called the law a dangerous attempt to endanger officers who face assaults from rioters, accusing Newsom of encouraging hostility. Newsom countered that claims of increased assaults on officers lack supporting data and called such arguments misinformation.

The new law prohibits facial coverings like neck gaiters and ski masks for local and federal officers during official duties, with exceptions for undercover agents, medical masks, tactical gear, and state police. Similar mask ban proposals have been introduced by Democrats in Congress and in multiple states.

Supporters say the law aims to build public trust and prevent impersonations after the Supreme Court allowed expanded immigration operations in Los Angeles. Constitutional expert Erwin Chemerinsky defended the law, noting federal employees must follow state rules unless duties are seriously impeded.

Newsom also signed legislation barring immigration agents from entering schools and healthcare facilities without warrants, requiring schools to notify parents and teachers of agent presence. Assemblymember Al Muratsuchi said the law sends a clear message to keep ICE out of schools.

Earlier in the year, California allocated $50 million for legal actions against the Trump administration, resulting in over 40 lawsuits.
